Using promoted listings for two months but have not gotten the $30 credit

I've just started using promoted listings these last two months.  I am a top rated seller with a basic store and I understand that I should get a $30 monthly credit for promoted listings. 

However, I have gotten two statements already with promoted listing fees but have not received any credit.  Has anyone else not get the credit?
