Using my eBay account from abroad

Hello!

I am starting my university studies abroad this month, so in about 2-3 weeks I will live in other country and will spend most of my time there.

However I want to continue using my eBay and PayPal account.

Could anybody tell me what is the best way of resolving this problem? How can I let know PayPal and eBay that I will login from foreign IP?

I would like to tell in advance that solutions like "login and after your account becomes restricted just call eBay/PayPal telling it is you, not anybody else" won't work in my occasion because after I move abroad I will have absolutely another phone number. I will be unable to call from my registred phone number because this will be enormous expensive costs (I already have $80 bill for the phone after exam session abroad :'(..........)  . I would love to hear opinion of the administrations or moderators if possible.

P.S. I will use same laptop to use my eBay/PayPal account abroad that I am using in my home country at the moment. Maybe this will give any sense?
