Using Ebay Balance to Pay

Any help??  I have had Ebay for over 20 years and have sold on here for just as long.  I have 100 percent positive feedback and am highly rated in all areas.  I am 2 step verified and have my accounts linked to my banking institutions as well as CCs.

I have a rather large balance in my Ebay funds and want to be able to use it to purchase items but I cannot seem to find a link to sign up for "Spendable Funds".

Am I missing something?  Who can I contact to have this enabled for my account?  I cannot seem to find a real person to talk to.

@weaselbacon   If your account is eligible for Spendable Funds then you'll see the option on your summary page under What's New... you have X amount to shop.  Do you see the Enroll now button on this page?

Keep in mind that spendable funds can't be used on Best Offers or Auctions where the seller requires you to provide a payment method before making a bid or offer.   Not all sellers have this setting but many do and don't even know it since the default is to require the payment method in advance that can have a pending payment placed on it.
