How long does an unpaid item case have to be open before I can relist it? It seems like Ebay used to be more reactive to these situations.

When you open an unpaid item case you must close it within 30 days of opening it.  You can do this after 96 hours have passed since opening.  If you do not close it then it will automatically close and you will not receive a refund of your final value fee.
