It has been happening to me frequently lately. People do not pay for what they bid on. EBay has opened and closed unpaid item cases and returned my selling fees so that is no problem. I usually ignore these transactions, but now I'm wondering, to protect others, should I give them negative feedback?

NOBODY can leave feedback when a UPI case has been opened ... and buyers can't receive negative feedback ever.
What you (and other sellers) should do to protect yourselves is to set your Buyer Preferences to block members with 2 or more UPI strikes within a 12-month period from bidding on your items. They are blocked automatically without your having to do anything. 🙂

There are other blocks in the list worth doing to reduce the number of deadbeats and scammers.
