Unauthorized purchases after shipping?

I am having a lot of trouble with buyers that report unauthorized purchases after I ship my products. I had one person tell me that their account had been hacked after I messaged them confirming the order. Then told me that their child had ordered it and to send it. Then 6 hours later I get a message from eBay saying the account was compromised. The thing is they sent me pictures to confirm their identity and still scammed me. I also have had tons of international buyers that have done the same thing. Am I out the money for everything or what? I mean if they have an account with PayPal then I ship to that address but I can’t just deny customers just because I have a weird feeling right?
