USPS Verify Postage Improperly weighing packages

The United States Postal Service has instituted a system to verify proper postage, however when there is a problem on their end improperly weighing packages as in my case, they make sellers who did nothing wrong, go though a process like what your about to read. This is no longer about a refund, rather it is about, a deliberate unprofessional way of doing business. On July 13th of 2018 I was notified by ebay, they were informed by USPS Verify Postage to remove $6.81 from my account which ultimately was deducted from my PayPal account. This decision was based on a claim of insufficient postage of a 2 OUNCE First Class Mail Parcel I shipped on July 5, 2018. Upon my investigation through NUMEROUS emails and phone calls, it was made clear to me, by a Verify Postage Employee, that The United States Postal Service was experiencing equipment problems in one of their locations that improperly weighed my 2 ounce first class package as a one pound Priority Package. Instead of admitting the problem and apologizing, I was instructed to open a case, which I did, which they denied, informing me, I NOW have to file an appeal of their decision. Which I did, Which I won. On August 10 of 2018 I was informed by Verify Postage through an email that I would receive a check in 6-8 weeks. I never received any check. On December 10, 2018 I inquired again and this time I was informed through another Verify Postage email, I have to contact ebay for a refund. Which I did, several times, Which they claim every time, it is not their responsibility to give refunds on postage. As of January 14, 2019 both entities refuse to issue a refund based on their policies. USPS Verify Postage was aware of an equipment problem in one of their locations improperly weighing packages, yet not only, did they insist I have to file a case to get refunded, I had to then file an appeal because they chose to deny my case in-spite of knowing of THEIR equipment malfunction which is the reason for this matter. I believe this to be a disgraceful act on behalf of United States Postal Service's Verify Postage who knew of their equipment problem, yet chose to put me, a USPS customer through ebay sales since Feb, 2001 through months and numerous hours of emails and phone calls trying to get back MY MONEY. Any respectable company would have admitted their problem, sent out a letter of apology along with a refund, instead they chose to make this appear to be MY FAULT and as of today's date 01/14/2019 still claim ebay owes the refund and ebay says they don't. No business should be permitted do business in this manner. Please do not direct me to USPS, USPS Verify Postage, USPS Consumer affairs, Ebay or Paypal> BEEN THERE AND DONE THAT NUMEROUS TIMES, That's the reason I'm here.

 This went to U.S. Senate and many more agencies.

USPS will not continue to accuse, convict, and punish ANY seller without first, giving sellers the right to respond to any claim of insufficient postage before any money is removed from any ones account.  Anyone else have similar experience? Let me know
