Trying to make a one-time payment

What's with these people?  I get an email telling me I owe a selling fee.  I click on the option to make a one-time payment and I am connected to a site that tells me "We're sorry but this feature is for eBay sellers to pay their eBay seller fees."  Well, that's what I am trying to do.  Very frustrated.  Can't call anybody in customer service, because the offer of customer service doesn't exist 24/7.  The "service" is not geared toward the customer, but for the convenience of ebay.  Very frustrated.  Any help?
