Transaction Defect Rate

So my Transaction defect rate is now 1.89% for "canceling for being out of stock" even though all of those orders were fufilled and never cancelled. There was an issue where 1 or 2 of those items had insufficient postage so I just refunded every single buyer to be on the safe side but yet my Transaction Defect Rate has been counted against? I have never gotten a negative or neutral feedback rating either. These orders were all fufilled so why this rating? I would appreciate it if I could get some advice on what to do or how to get this removed. Thanks.

@kelanu  If you refund 100% to paypal without an ebay resolution center case then you receive a defect. 

Is that how you issued the refunds?
