Tracking requirement

EBay requires tracking as a requirement in order to obtain top seller discounts yet not all items can you purchase tracking for example I sell a lot of sports cards they are shipped in a regular white envelope the postal system does not offer purchasing tracking on a envelope you can't buy tracking they don't offer it on a envelope yet I have been a ebayer for over 8 years with over 1800 transactions all 100% positive feedback yet I can never be eligible for seller discounts because over half my shipments tracking is not available through the postal system
