Top Rated Plus discount on Shipping Fee

I was wondering why the Top Rated Plus discount doesn't apply to the shipping fee? I find it weird there is even a fee on shipping since that's the direct cost of the labels printed through Ebay ...so the seller is being punished on that fee. But then on top of it, the Top Rated Plus discount is not applied to the seller fee! Anyone know why?
