Someone please help answer my question

I sold an item this afternoon.  I do not ship overseas.  Well the winning bidder was from Peru.  I sent him a message alerting him that I do not ship overseas.  I then offered a second chance offer to next highest bidder who has not responded.  In the meantime I got a payment for the item from the guy in Peru that has a residence in Florida where I'm from. Im trying to figure out how to cancel the 2nd chance offer before that guy decides maybe to accept the offer and pay.  Can someone help
