Shipping increased in January but eBay didn't increase the maximum rate in selected categories.

How can shipping rates increase, but eBay fails to increase the top rates you can charge in selected categories. One example: Wholesale & Bulk Lots - Magazines - Max. shipping cost a seller could charge before January was $21.00. Rates increased in January from FedEx, UPS & USPS, but eBay still caps the maximum rate at $21.00. The cap needs to be higher when postal costs increase. That should be a simple fix.
