Shipping amount changed at checkout

I bid on an international item that displays free shipping. There is an automatic currency converter, so the amount of the item is a few cents different on mobile and the regular site for some reason. I won, but when I go to check out, the Paypal amount shows a shipping amount, making the amount around $25 higher than I thought I was paying. My guess is it's some sort of glitch with the system that converts £ to $. I use the mobile app, but I also signed in on the regular site and that showed free shipping too. The Seller confirmed the item has never had free shipping, and as dar as I know, it's not even possible for a Seller to change the amount once an item has been bid on or one. Plus it's not changed, it still shows free on eBay, just not on Paypal when I go to check out. Has anyone else experienced this?
