Shipping - Each additional costs

Hello,

I sell stevia seeds with shipping costs for one item being $0.92. In the box 'each additional' near the box of the shipping cost for one item i type $0.40. However when i publish the listing and i calculate the shipping rates for multiple items  it does not take into account the value of $0.40. Instead for every new item in the cart of the same listing there is an addition of $0.92. It is not the only case it happens. Whether i change the numbers or whether i list another product i cannot get the shipping costs that i want. How can i solve the problem?

If this is for the 600 STEVIA REBAUTIANA FRESH SEEDS, it looks like it is working ok for me.
