Shipped item before eCheck cleared, payment declined.

I sold an item back in June totalling $1050. The buyer sent an eCheck, which I am totally unfamiliar with. I got the notification from eBay and Paypal that the payment was received, and went to Paypal to check. The funds showed as pending, even though I had gotten word that it was received. I thought this was  regular because whenever I sell an item on eBay, they will hold the funds in my Paypal until I ship the item, and usually, have them released to me when the buyer receives the item. 2 days after i shipped the item, I received an email saying the buyer's bank bounced the eCheck, and that they would automatically retry the payment in 3-5 days. After another couple days, i received another email stating that the buyer had declined or canceled the payment, after i already shipped it. I immediately panicked, since the buyer had not messaged me back since the day i sent the item and i had constantly been messaging him every day. I filed the unpaid item case and also filed a report through the IC3 (Internet Crime Complaint Center) but have not received word about either. I shipped the item June 19th and I still have not received my funds OR my item back from the buyer. eBay has not been much help either. I contacted Paypal and there was nothing they could do because I was the one receiving the money. Which i dont understand because I never actually received. I feel other sellers have probably also been taken advantage of in this way, so i am looking for help. The buyer has not been cooperating at all. Am i pretty much screwed out of $1050 AND my item or is there a way to get my money and/or item back. Thank you so much for your time.
