No - the minimum is always 1. If you want to sell them 2 or 3 at a time, make the listing for a set or 2 or 3, etc.

No there is no way to do that.
Two ways to come close. List item with discounts for additional items. Or list with enough separate postage to offset a single item sale, with discounted or free postage for additional items.

Or list with variations for set of 2 set of 3 etc. for someone who wants an amount between 2 multiples of the number in a set, e.g. wants 3 or 5 when you have sets of 2.
Problem with both of these is that the price will reflect the price of the set of x rather than per item, putting your listings lower down in the search results (or higher if they are sorting price high to low).
