Sent a purchased item with an eBay label. USPS says it was "REFUSED" .

Was contacted by buyer with sad face and says that was in error and she wants it.  When it comes back to me who pays for postage to RE-SEND it?  How does that work?

eBay has no way to accommodate this problem. When the item comes back as undelivered, the buyer could open a not received claim for full credit.

Since you offered free shipping, the buyer probably thinks it is nothing to send it out again, not realizing the true cost to you as a seller. You could be a "good-guy" and take the loss resending the item. Or  you could ask the buyer to pay through PayPal for the additional shipping costs. eBay should  allow you to purchase another label for the same item either way. If not, then purchase the label through PayPal or other third-party postage discounter and add tracking to the sale.

Alternatively, you could refund and relist with a stated shipping cost so the buyer can repurchase, but the buyer may have second thoughts about doing so.
