Sale Canceled

I had a sale canceled by eBay due to suspicious activity from a buyer. His account has been suspended. The item was removed from my active listings and I was unable to relist it. I have been charged a final value fee for the unpaid sale. I completed the form to have the fee credited and it clearly states I will automatically receive a refund, but upon submitting the form I get an error message stating that the item can not be found. It shows in my sold listing, and I am showing awaiting payment for it. I am a new seller and very confused about the fee and being unable to relist.
