SINCE WHEN DOES PAYPAL ALLOW BUYERS TO BE ANONYMOUS???

Had an issue with a Buyer but item was sent to a Business location, accepted by a Front Desk person, and Buyer information from Paypal is a moniker (nickname not a bonafide legal name! ).  Since when did Ebay and Paypal allow ANONYMOUS BUYERS??? Something is rotten in Denmark.  Buyer made big point of trying to get my address AGAIN when it is was on the package.  A new type of SCAM?  Refunded "their" money (no idea if male or female as they don't use a real name) but instead Anonymous dinged me.  WHY?  Upset that I wouldn't give out personal info again??  WHAT IS GOING ON WITH EBAY AND PAYPAL???
