S&H incorrect, can't cancel transaction

Hi! I sold an item, and when the auction ended, the shipping and handling was set for ounces when the item weighed pounds; it's 25X40 and the calculator had it at 6X9. The buyer pays for $2.54 for S&H. I requested to cancel the transaction, which was apparently sent to the buyer. The buyer declined the request. When reading through the eBay policy pages, I found no case where the buyer could even deny  my request. There is a 30-day window in which I can request a cancel, and the buyer would be refunded his money. I have 3 days to contact the buyer to let them know I would like to cancel the transaction and why. However, because the buyer denied my request, I can not find any way to continue with eBay's involvement in my case. The Guarantee Spent an hour reading through and sending messages, and that's enough 🙂
