Returning an item

I want to return an item because it doesn't work properly. However, the seller refuses to accept the return and won't refund my money, even though their description says they accept returns and will refund money. The place it came from is in China and they said it wasn't worth returning and offered to return half my money. I don't want this item and want to return it and get my money back. Yet they still refuse. What do I do?
