Return request disabled, please help

I am an ebay buyer, my item was damaged duo to no package. I tried to file return request in ebay, but the return request was disabled, with a message  said the seller didn't allow return for this item. I have contacted the seller, the seller said I need to pay return shipping.

Would you please advise if you encounter the similar issue? Please help.
