Return label sent by seller isn't a label

I received a damaged item and requested a return for refund. They accepted but sent me a file that only includes instructions and a packing slip. There is no actual label. I've emailed the seller again but haven't heard back. eBay customer support no longer exists. (I really need to stop buying things on eBay.)

Is there any way to contact someone if the seller doesn't respond.

Go back to the return request  you opened after 4 days and ask eBay to step in.  

eBay will either send you a shipping label OR a refund.  Forget about the seller for now.
