Required Grade for Sports Cards

Anyone have any real  information for what this will actually mean? I am not a professional grader...I have a good idea how they might grade...Does anyone else think this opens up a lot of subjective issues?? 

Anyone can claim they have a "10" card and say that's what they thought it was in their grading system???

Is the requirement for "professional graders like BGS and PSA??? Or, can any Tom Dick or Harry give thier opinion here??? ANY THOUGHTS OR SUGGESTIONS OR REAL GUIDANCE HERE??
