Request return label from buyer!

Before ebay changed return policy, most of our return were just they dont fit or they dont like but since ebay change the policy, most if not all our items are misrepresented and buyers requested shipping label from us. No other options. Here is the problem with this, my brother chose the pay for the label on ebay, using the corrected returned address. The item was shipped to a different location, he called ebay, ebay said that they are not responsible for that. Usps said it was delivered, he lost $2500. The chance that buyer crossed out the address and put a different address in. That is so easy to do. Nothing stop them from doing this. I dont think ebay should do this. I now have a case like that and I am so nervous to do so.
