Removing automatic relisting option??

I have an item that I want to change the setting for but cannot find a way to do it.

I do not want my listing to renew automatically, if I have to pay a fee each time.

I may be jumping the gun, because I think eBay changed there rules to include free automatic listing, and pay a fee only if the item sells.

Is this true??
