Hi, I have a couple questions coming from being a buyer:
1) If a buyer refuses to sign for a package, does the seller have to refund you? Even on a returns not accepted purchase?
2) When signing signature confirmation, is a buyer screwed if they open the package later and find a brick inside or a damaged item? Or how does eBay view if a buyer signs for a package and then finds out the item is not what they paid for or is damaged?

Additional info: I just purchased a $500 basketball card on my phone and the images did not load. I read the description saying near mint to mint condition and based on the price it's consistent with other cards with autographs and being professionally graded. After buying and paying the images loaded and I saw that neither were true. The listing states that the item can not be returned. Obviously it's not getting shipped this late on Saturday night and it's unlikely on Sunday and possibly not even Monday due to USPS being closed on Memorial Day.
As a seller I would accept the buyer's cancellation request, especially since it was minutes after purchase. I'm just thinking this newer seller may ignore the request and ship the item hoping to fall back on the no returns policy. So that leaves me wondering what happens if I refuse to sign for the package. Or what if I sign and when I inspect the card or have it professionally graded and it's not near mint to mint condition, what are my options.
Maybe I open the package with USPS standing there and if I don't feel it's in near mint to mint condition I hand it back and don't sign? eBay support isn't available at this time to ask specifics on what I can do in this specific situation. 😞

Signing for a package only confirms delivery - it doesn't not confirm the condition of the contents. If you receive an item that is not as described, you can return it for a refund.
