Refunding buyer problems

Anyone have issues posting a refund to a buyer that returned an item? It tells me to ask them to step in because it wont process the payment but there is no way to contact anyone. I want to refund them now that I received the item but it looks like we have to wait until they automatically step in. Is there any way to get them to fix this without calling? I want to get my buyer the money but not gonna spend a lot of time trying to fix ebays issues.
