Refunding a specific amount

I have been struggling for a week now trying to send a specific amount of a refund to a buyer, not refunding the entire amount.  Ebay has placed a hold on the funds.  And it won't let me send $200 out of $460 that is being held.  They won't life the hold.  Even the buyer has stepped in without a single response from Ebay.  I can't reach a human being, customer service is the worst and AI doesn't answer ANYTHING CORRECTLY!  What do I do?

If the Buyer knows that eBay will not let you process a partial Refund then the two of you will have to agree to wait until the funds are taken off hold to proceed.  Obviously, there is nothing you can do until eBay ends the hold.
