You have to open a not received claim within 30 days of the estimated delivery date. Check your purchase history to see what the expected delivery was. If it is less than 30 days ago, select 'I didn’t receive it' under more actions and follow the prompts.
The seller has 3 business days to respond, to either provide tracking that shows delivery or to send you a refund. If he doesn't send a refund and you still don't have your item, go to your case and click 'ask us to step in’.
If it is too late to open a claim through eBay, and you paid through a paypal account, open a not received dispute there.
If you paid directly with a credit card, call you card issuer and ask them to open a not received dispute for you.
