Refund problem

Hello guys.

I have a problem  I must resolve very urgently.

The buyer say he have not received the item. I do not have a tracking number.

He has opened a  case.

I want to get his money back, but my PayPal account is limited.

What other safe ways are there to be able to return the buyer's mone.
