Refund is not including shipping but the seller never shipped the item

I bought a lot of records. BEFORE the seller shipped the item he contacted me and said one of the records was not actually there - meaning it was not included in the auction. I asked him to refund my payment and cancel the order. He refunded the cost of the lot but NOT the shipping. The lot was 10.00, the shipping was 30.00 as it was coming out of England. He then said he shipped the item to clear his account yet has emailed me saying he didn't ship the item. I had told him to refund and cancel the order - how do I get my shipping money back? I never got anything and he caused the entire problem.
