Seller is asking for additional shipping costs beyond the stated listing shipping cost.

      I won a best offer listing for some framed artwork.   The listing had the shipping costs of $9.95.    The seller who is new to ebay, is now asking for substantial additional payment for packing and handling charges.  First problem is that the additional costs were not described in the item listing.   Second problem, is how to securely pay for those additional shipping costs outside of the original  ebay transaction.

That's not  your problem. As disney noted, the seller is not allowed to ask for more money after the transaction.

If you ARE willing to pay it, you can go to your PayPal account and use the "Send money" option. You can get the seller's PayPal email address in the details for your original payment transaction. But I wouldn't do it.
