As a seller can I pay for the shipping and have the buyer send it back before I issue a refund Thanks for anyone's help I am a new eBay seller.

Yes, you can. Did the buyer open a return request? If they did you can accept the return and also send a return shipping label from the return request. Once you receive the item then you can refund.
