Is eBay's resolution center a catch-22?

Bought a book. Seller indicates they shipped. It's been 3 weeks. eBay has notified me: "We had to remove this listing from the site and you're not required to complete the transaction. If you've already sent payment, the sale should process as normal and you don't have anything to worry about. If you have any questions about delivery, please check tracking or contact your seller. If you run into any trouble along the way eBay is here to help. Please visit the Resolution Center to help resolve any problems you may encounter." Going round & round & unable to get any help. Tried eBay's: call us, it apparently isn't working.

When ebay removes a listing/seller, they send you an email explaining what to do. If you have not paid, you are no longer obligated to pay.

If you have paid, wait for your item to arrive. If it doesn't arrive within a reasonable length of time, you will need to log into Paypal. Go to their Resolution Center and file an item not received case, stating that ebay removed the listing, in order to get your money back. You probably won't be able to file until the estimated delivery date has passed.
