Daily / weekly payouts not giving my money at all.

I have been trying for about a month to get payed by ebay with managed payments. Over $300 dollars and every so called "payout" day just goes to the next day or week instead of the day I am originally told. This has gone on for 9 different days with money piling up and barely being able to even afford the shipping without the new income money available to me. It's not saying the payout has failed or anything. There is lack of information and no way to figure out this problem easily. I cannot even contact ebay at all about this because they say their phone lines and chat rooms are far too busy or closed all the time. Even at 5 am they are apparently too busy. This new path Ebay has taken is so slimy towards sellers. What am I supposed to do about this?
