Can I sell house plans/ blueprints that were made by someone else

I recently bought  lots of various items from a warehouse in my town shutting down.  Among the items was a large box full of blueprints / designs for several houses. The owner told me they were being thrown away and the person throwing them away said he could have them. They are from a newer housing development in my town. My question is can I sell them on ebay? I have looked online and found different answers to my question but nothing really states clearly if it is ok and legal to do so. I am also an artist and my first instinct was that these could be used for art projects, aspiring designers to use in study. I am just hoping to find a fellow reseller that maybe knows through their own experience if this is ok to sell. Please let me know your opinion and any knowledge you have on the subject. Certainly they would be copyrighted.  However, if you obtained them from, or got permission from, the last legal owner, even if not the original rights owner,  then you can do what you want with them.
