My balance on Paypal is less than what eBay says I have. A deficit of 7 dollars. What gives? Is there some sort of service charge for having money go through Paypal?

While in your Paypal account, check the transaction for each payment received.  Paypal charges a fee for their service ... 30¢ + 2.9% of the total payment amount.  There would be an additional 1.5% cross-border fee if the payment came from a non-US account.
