Question about Global Shipping Program's Prohibited Items

Hello, 

We are trying to broaden our customer base by shipping products through the Global Shipping Program, we have been using this system for a long time but have excluded our consumables and liquids due to the restrictions that in place.  We are wondering if anyone knows the regualtions or even if Shampoos/Conditioners/Hair Gel/Creams/Lotions/Sunblock/Oral Care are permitted to be shipped overseas. 

According to the Global Shipping Program :Liquids, liquefiable substances, and powders are not allowed, trying to get some claification 

on wether these items are considered any of the above. 

We have had many customers overseas that have contacted us in regard of various products that are liquid based asking us if we can

ship it to their location, if these items are not permitted why are they able to view the listing?
