Printing a Shipping Label on a Tablet or Phone

Hi! Whenever I try to print a usps label on my tablet or phone, I am told that "you haven't signed a business agreement, go to your desk top to print your first label." I've been printing labels for quite sometime on my lap top without any issues and can't find this "agreement" they're referring to.

The problem is that my lap top is in it's death throes and I break a sweat everytime I fire it up to print.

I wish I could figure this out, but no luck. Or I'm just dumb.
