Postal Annex refusing to ship

My local Postal Annex is refusing to take any packages with an EBay shipping label.  He refused my smart-post package drop off and now today he refused my USPS First Class package.  He's only a drop off place place. Can he actually refuse mail?  And then state that he specifically refuses anything to do with EBay?  Follow up - I called the Headquarters for Postal Annex and was told, since they are franchises, they can refuse to take the packages.  They are encouraged to take them, but not required.  I believe he said there's a little more pressure to take FedEx and UPS, but not the postal service.  Oh well, driving to the Post Office from now on.
