I received the following message from the winning bidder of an auction:
"Hello. I am very sorry, but I can not to pay this microphone because my paypal account is non US. I have money on the paypal account so I thought there would be no problems with payment. I want to ask you to change the payment method so I can pay for this microphone. I mention that I also have the address in the USA where you will deliver the microphone. If you can change your payment method I will be very grateful to you. Sorry for inconvinence, Best regards! Dan."
Our shipping/payment policy is as stated:
"PLEASE READ - VERY IMPORTANT!!!! WE ONLY SHIP TO THE UNITED STATES. WE DO NOT SHIP INTERNATIONALLY. WE DO NOT ACCEPT PAYMENTS FROM INTERNATIONAL BANKS. PAYMENT ACCOUNT MUST BE LOCATED IN THE UNTED STATES. If you try to make a payment from an account from outside the US. it will NOT be accepted by our Paypal account. Shipping is calculated by zip code. Please see shipping details to calculate shipping."
How should this situation be handled? Since it is eBay policy to not accept check or money order, and this gentleman does not have a PayPal account in the US, how does he pay for this, or since it falls into what our policy states about refusing to accept payment from out of the US, can we refuse him as the winning bidder?
