Not automatically using the free extra 100 listing from current promotion

I'm trying to list more Fixed Price items under the current list more items free promotion:

100 extra fixed priced listings - for free!

Pay no insertion fees on up to 100 additional fixed-price listings.opens in a new window or tab

I did activate the offer but as you can see no new listings (not relisted items BTW) are being applied applied & I'm being charged $0.35 per listing as I'm at my limit for the month on my regular plan.

Can someone help?
