How do we report non payers!!!

After 4 days of non-payment, cancel the transaction with the reason buyer did not pay.  This will not show up until after 4 full days.  This gives the buyer a strike; 2 of those in a year keep them from bidding/making offers.  You can block them here:  https://www.ebay.com/bmgt/BuyerBlock?

Do not send out invoices, as that resets the 4 day time period.  eBay reminds them to pay, so you don't need to. @schena7

Add the user to your Blocked Buyer List to prevent that particular user from bidding on or buying any more of your listings, regardless of what other sellers do.

You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not accepting offers.
