New fees and how it effects my store.

Hi there.  I am a small business and I see that the fees are going up for ebay stores.  I was paying $49.95 and on my monthly bill I have been being charge over $57.  Is this something to do with the price increase?  Can I downgrade to a lower store without the penalty.  When I used to try to do it...there was a fee that was going to be charged that was over $100.  Now when I go to do it I don't see the fee but it says that there could be  one.  How will I know?  I really can't  afford these increases and want to downgrade.  Please help
