Negative feedback removed by ebay

Ok got a question. I’ve been a eBay member since 2003 and have bought and sold over the years. I don’t leave negative feedback unless something really goes bad. Well a week ago I bought a phone from a seller and when I received it the phone ended up being blacklisted. So the seller apparently sells phones that are not paid for without telling the buyer. It was a major inconvenience but I did get a refund. I left them negative feedback stating only that they sold me a blacklisted phone. Well eBay took that negative feedback off their profile? All they sell are $1k phones and ALOT of them and I’m wondering if eBay deleted that negative feedback to not scare off buyers so they keep getting their final value fees? I’ve contacted law enforcement since that was once my career because you can not sell phones that still have money owed on them. I know people do it all the time but this seller is selling new in box never opened phones that are blacklisted. Some work for a couple months then end up being a brick and PayPal will not refund on a once new now used item regardless.
