Negative Feedback is OK by EBay NO MATTER WHAT!

I had a buyer buy from me. They purchased what I had listed as a pair of hand carders. In the description of the item listing I had added the fact that these were pet brushes but can be used as hand carders.

I gave the buyer positive feedback when they purchased. They the got their order in and left me negative feedback about the fact that these were pet brushes and not hand carders. She only said this in the feedback and did not say why it is "negative". All she did was check NEGATIVE and then type what is in the description and the feedback will not be deleted by EBay after I requested to have it removed. They said "We’ve looked carefully at this feedback and see that it doesn’t qualify for removal" 

So what I got from this is that anyone can leave NEGATIVE feedback and all you need to do is state what is in the description of the item and the negative feedback CAN NOT BE REMOVED!

Why is this fair? I even requested with the buyer to revise their feedback but they most likely will not. I asked EBay if I could REVISE my original feedback I left for the buyer to negative. Why does the buyer get to revise feedback but the seller cannot?! 
Bottom line is no matter what you do or say buyers can leave NEGATIVE FEEDBACK anytime and it will not be removed as long as you state what is in the description of the item listing!

What do you think? Is this fair or will EBay change their policy?

I'm not surprised about the refusal by eBay.

Give them another chance with the grey donut you received. Because Dominos is absolutely a game for everybody.
