My cellphone has been stolen during delivery

There's no cellphone. The parcel arrived to Moldova with a difference in weight and with missing contents and damaged packaging. What am I supposed to do? 

I think someone has stolen that cellphone from that parcel

Start with opening a return request for an item that doesn’t match the listing.

From the packaging, you have to make pictures (at least 1) and upload them. 

The seller has to accept the return and send shipping money, before you return with tracking.

The seller has to provide a clear return address.

Ask eBay to step in, if the seller doesn't cooperate. You can do that 3 full business days later.
