Managed Payment Fees

Maybe someone can help me understand the new managed payment fees. I have a starter store so according to the fees chart, I should be charged 12.35% plus $0.30. My fees being taken out are over 13% up to 14%. This is for items in the collectibles category. I tried to contact ebay but apparently the contact function is down right now. Is there a simple explanation? Am I missing something?
